Review Process

The papers submitted to the conference will be subjected to double-blind reviews by a maximum of three (03) reviewers, who will be experts in the corresponding sub-field. The field experts for the reviewing process are selected nationally (60%) and internationally (40%). The Technical Program Committee also consists of international members who are experts in the tracks designated to support the review process.The conference review process adheres to the IEEE Reviewing Guidelines.

Paper Quality Assurance

Ensuring the quality, integrity, and relevance of all accepted papers is a top priority for ICARC 2027. The Technical Program Committee (TPC) will implement a structured review and quality control process, adhering to IEEE best practices.

  1. Language Quality and Clarity

    The TPC and Track Chairs/Co Chairs will oversee the language quality of submitted papers. Authors are encouraged to proofread thoroughly to ensure professional and clear English.

  2. Acceptance Ratio

    ICARC 2026 maintained an acceptance ratio of 46%, reflecting a strong commitment to quality. For ICARC 2027, the TPC aims to maintain a similar standard, targeting an acceptance rate of 40–45% to preserve the rigor and academic excellence of the conference.

  3. Compliance with IEEE Format

    All submissions must strictly adhere to the IEEE standard conference paper format. Authors are provided with official IEEE templates and formatting instructions. Prior to the double-blind peer review, a desk review will be conducted to screen submissions for compliance.

  4. Papers will be desk rejected for the following reasons:
    • Exceeding the maximum length of six (6) pages.
    • Not aligned with the conference themes or scope.
    • Not conforming to the IEEE formatting guidelines.
    • Written in poor English that hinders understanding.
    • Plagiarism exceeding 30%, as checked via Turnitin.
  5. Camera-Ready Submission

    Upon acceptance, authors must submit their camera-ready version using the official IEEE camera-ready guidelines. The Publication team will work closely with authors to ensure formatting compliance and that reviewer comments are appropriately addressed. Final submissions will be reviewed again by the TPC before inclusion in the program of the Conference.

  6. No-Show Policy

    Papers that are accepted but not presented (i.e., no-show by any authors) will not be included in the official conference proceedings submitted to IEEE Xplore.

  7. Conference Management System

    Microsoft CMT will be used as the official Conference Management Tool for paper submission, review, and communication.

  8. Plagiarism Policy

    All papers will be screened for originality using Turnitin. Submissions with a similarity index exceeding 30% will be automatically rejected.

  9. Final Decision Authority

    The final decision regarding the acceptance or rejection of any submission lies with the Technical Program Committee, based on originality, relevance, quality of writing, and reviewer feedback.

Selection of the Best Paper of Each Track and Conference

  • Papers nominated for the Best Paper Award in each track will be shortlisted based on their final review scores. Only papers achieving an average review score of 4.0 or above (out of 5.0) and meeting all conference quality requirements will be considered for nomination.The final evaluation will be based on a weighted assessment comprising:
    • Review Score (60%)
    • Presentation Quality (40%)
  • During the technical sessions, the shortlisted papers will be evaluated by the Session Chair(s) and designated members of the Technical Program Committee (TPC). The assessment will consider:
    • Technical quality, originality, and novelty of the research
    • Scientific and practical significance of the contribution
    • Quality and completeness of the written paper
    • Clarity, organization, and effectiveness of the presentation
    • Ability of the presenter to address questions and engage in technical discussions
  • Based on the combined weighted score, one paper from each track will be selected as the Best Paper of the Track.

Overall Best Paper Award

  • All Track Best Paper Award winners will be automatically nominated for the Overall Best Paper Award of the conference.
  • The Overall Best Paper will be selected by the TPC Chair(s), in consultation with the Session Chair(s), based on the combined weighted evaluation, taking into account the paper's technical excellence, innovation, impact, review performance, and presentation quality.

Best Paper Awards Committee

  • The Best Paper Awards Committee of ICARC 2027 shall comprise:
    • TPC Chair(s)
    • Session Chair(s)
    • Designated members of the Technical Program Committee, where required
  • The Committee shall ensure a fair, transparent, and merit-based evaluation process. Any potential conflict of interest shall be declared, and affected committee members shall abstain from the evaluation of the relevant paper.
  • The decision of the Best Paper Awards Committee shall be final.
